Home IP doesn't matter. You just have to make sure your home computer is online and awake. Tail scale handles the
connection details for you. All you have to do is install tail scale on your devices and login and connect. Then on your mobile device in the tail scale app you select your home device as the "exit node" and all your external Internet traffic will go through your home device.
