You only have so many guys on your roster
They have an expanded September roster, so they have a couple of extra players. I don't know if they are still allowed to bring in an extra arm for the doubleheader given the expanded rosters - but if they are, there's that too. But even with all that, they only have a handful of bench players and a limited number of starting pitchers and bullpen arms - and they have to keep some guys fresh for the series starting tomorrow.

If I win game one, I wouldn't do a bullpen game in game two because you've got to keep those arms as fresh as possible for the upcoming series. So, I start my #5 starter and let him go 4-5 innings, then put in my #6 starter and let him finish the game. It doesn't matter if you lose, so if they get shelled that's fine. If things go as planned, you rest your entire bullpen. If one of them gets too high in pitch count or has an injury or something, then you start putting in bullpen guys for 3 outs each.
