That's the right call, if the ball is loose and not possessed by the receiver
If the receiver has control of the ball, a DB standing OB and touching the ball makes no difference. If the ball is live and not controlled, once a player with any part of his body touches the ball, its then OB. I believe they made that explanation because the ball never touched the ground, so some are saying he regained possession without it touching the ground. The defensive player touching the ball while it's free and while he's partially OB nullifies that.
