The ESPN article about this mentions a call that is relevant here.
Texas picked up a fumble and handed it to the ref. They gave the ball to Cal at the one because he did not act like it was recovering a fumble. With that precedent they would likely give us the ball at the 1 because Raider did not intend to recover a fumble (several second and did not dive on it). Weird stuff
