In CA, exit fees may be limited to a reasonable estimation of damages
that result from leaving. This type of agreement proposed by the MWC office will now be used by SDSU and Fresno to show that the $18M exit fee amount is unreasonable.
It will also be used by the PAC to show that the no poaching penalties are unreasonable.
