They have struggled with any games outside the weak PAC for years. Went like 5+
Years without beating an FBS out of conference team. Including losses to G5 teams...
And remember they were "PAC 12 champs" and highly ranked during that time too.
The media bias propping up Utah and the PAC was real. They were G5 level at best. Utah would have been 3rd or 4th in the MWC most years they "won" the PAC 12.
