Look up Provo city law. They describe it pretty well. An example from my own...
...life is from about 2014.

My wife and I and two other couples went to downtown Provo at like 1am because there was some food truck thing going on.

We parked in attorney's office parking lot, went for 15ish minutes to the food truck, and returned to the attorney's office and saw our car was missing.

Sure enough, it was towed. When we got to the tow lot, another "customer" told us about Provo's new law.

When we got to the front of the line to pay the tow fees, we asked for proof of the attorney requesting out car get towed. They didn't have the proof. A few minutes later, they came and played a pre-recorded message on their phone from someone that was pretending to be the attorney. It was NOT the attorney. It was one of their own tow truck company employees.

We knew they were breaking Provo's new law.

A few days later, I began working on a story for a utah-based news agency to expose the illegal practices performed by the tow truck company. As part of the process, I had multiple in-person interviews with Mayor Curtis, who had his people reach out to the specific company.

At the end of the day... The tow truck company refunded all our money plus some, and they got hammered by the city and the negative publicity.
