The Norton VPN was part of my Norton 360 anti virus software. The first time I tried I couldn’t get it to work until I realized that I had not set the VPN location to be US based. Once I set that correctly, it worked fine.

VPNs are not reliable for USA TV streams. You need a specialized VPN router/box.
