You can't really take field position out of the equation because field position
is a key factor in going for it on 4th down. The answer is to do what is normal for every other NFL and college team and if you don't get 3rd down converted punt and use field position unless you have a position on the field that won't hurt you if you don't get 4th down or you need to go for it because you are losing at the end of the game.

Only desperate teams like Florida International or UTEP normalize going for it on 4th down regardless of field position or score because their offense is so bad it's the only way they can compete. Decent teams don't play like that because it's too risky and they have a better method.
