Lots depends obv on timing & exact locations - I've had a magical three days in
Bulgaria, and if all I knew Abt Bulgaria was I'd think it was wonderland. But I've had another 10-11 days in Bulgaria that have been pretty mediocre.

My feelings on Scotland vs Ireland have a lot to do with Scotland just having more interesting topography with the hills and mountains that make for more dramatic scenery. Ireland has its spots, but also has hundreds of square miles that are pleasant but meh in scenic terms.

And then as a history dork, it's always felt like Scotland was right in the bloodstream of leading lights and political developments while Ireland tended to be more of an afterthought.

But hey, both places are great. And I'm sure I could have, say, one week in Ireland that I'd like more than one week in some parts of Scotland.

Oh, another thing is that Scotland has two truly great cities in Edinburgh and Glasgow. I don't think any Irish city, including Dublin, comes close. Ireland has great towns and villages but no urban centers I find that interesting.

But to each their own.
