Yes, I know some 6-6 teams and even 5-7 teams make it. But it is generally a sign that you won more than you lost. It is a minimal expectation.
Obviously you want to build the program beyond just being bowl elegible. But it is a good and critical first step. If you aren't bowl eligible, you aren't accomplishing anything.
