I think the PAC play here is...
We only invited 4 - we did not make you fall below the 8 teams.
Let AAC invite AFA and the MWC drops below 8 but it is not the PAC fault.
Then PAC picks up some more teams.
Exit fees, etc may still apply but at least then the MWC should not have any standing on saying that the PAC is the sole reason for their demise and should have to pay higher damages...
