You just described 2/3 of the MWC (WAC) teams who never brought anything to the
conference table with any kind of regularity.
There were (are) some REALLY bad programs across the board who suckled at the teat for a loooooong time. While BYU was going to bowl games and bringing eyeballs, and butts to stadiums, the little sisters of the poor were developing a taste for something they could never deliver themselves.
