Titan is the most viable option, but it's gravity is 14% of the earth's
That's lower than the moon. Do you think you'd want to live the rest of your life at that level of gravity? The people there would eventually look like sticks. Not a good fit, especially if food is limited.
Mars is just under 40%, so even that planet would be a difficult adjustment.
