ChatGPT/OpenAI, despite what anyone says, is miles ahead of anything else.
Anything that is about as good as ChatGPT is likely using openAI on the backend.
That said, building a simple website via some platform can be walked through by about any AI out there. It just depends on the complexity she would like on her site and how willing she is to use some content management system like Wordpress.
