Yeah, it's not perfect. But it's probably as close as we can get without knowing the play call and the assignments for
each player.
The point is that it is higher fidelity than PER because it attempts (and does a decent job, IMO) to figure out more of the underlying question of, "how well did this player do his job?" on each play he played.
