Yes here is the ratio
Mix 1 to 2/3 cups baking soda, ½ cup castile soap or other quality liquid dish detergent, ½ cup water, 2 tablespoons of white vinegar. Stir till dissolved.
Add more water to dilute.

0000 steel wool with water

Use the 0000 steel wool when the window is still dusty. Follow it by a couple of coatings of Rain-X
