Yes. The owner doesn't have enough $$ for the expensive swing outs, so he purchased just the steel bumper first. The
swing outs are mounted on the cylinders left and right and clasp in the aluminum colored gaps.

I actually need one to mount the spare (sitting in my garage) for my LX470, but for $3-5k, it's not a priority, so I have an undersized (and weak, poor sidewall) street tire in the vehicles factory location under it.

Each swing out bearing costs hundreds of dollars (and so do the clasps) because they are rated for an incredible amount of weight and constant vibration.
