I imagine they will be to balance the geography
The current AL West includes Houston and Texas, Salt Lake would fit with Seattle, Anaheim and Las Vegas/Sacramento/Oakland in what will likely be 4 team divisions with expansion.
The NL West already has SF, LA, SD and Arizona. Colorado is likely to move with expansion.
