Video and shame them.
People like that are the worst. I am a dog owner and they only crap in my own yard. But if they ever crap somewhere else, I always pick it up. I even picked up the dog crap at my neighbor's farm (covered in cow crap) and the farmer neighbor looked at me like I was crazy.
