Harvey first made land farther west (near Victoria, I think), did a ton of damage, then went back out over the gulf. It then hit again right at Port Arthur. My son and 3 other missionaries were stuck in their 2nd floor apartment for nearly a week with 4 feet of water surrounding the place.
