If Uruguay wins, there wouldn’t be a 3-way tie in the group, unless the US loses
and Bolivia beats Panama. In that case, I think goal difference would be the tie-breaker for 2nd place (since the W-L record among the three teams would be equal).
It seems more likely that there would be a 2-way tie between the US and Panama, in which case Panama would advance because of the head-to-head result.
