I think the general conventional wisdom is most people gain 2ish points on the ACT when you take again. So yeah I'd say take it again.
Why do you "test bad"? ACT can do accommodations for some things, depending on what they are that makes testing hard for you. If you can identify accommodations, talk to ACT about it.
