The rental agreements are month to month for a reason, not sure you could call
it a bait and switch. The tenant can decide to move out without penalty at any point, just as the business can raise rates every 30 days if desired.

If you want the rate locked for a term, get it in writing. They won’t do it. Just as most people wont commit to a long length of stay. There’s a reason they’re rental agreements and not lease agreements.
