The Big East schools (other than UConn) don't operate football programs. Of course the payback is going to be a bigger percentage of their budget than teams that run a football program. That doesn't mean it's unfair. The BE received distributions based on their basketball success. The lion's share of the payback is because of prior basketball money distributed by the NCAA. It's all about basketball and has next to nothing to do with football. So what if the Big East schools don't have football and therefore have a smaller athletic budget? They're still only getting hit for $600,000, while the P4 schools will get hit with a $1.2 million payback.
