I think that it is very clear that it was a program to clone Palpatine - which is why the destruction of Mount Tantis (and especially Nala Se) made it so that Palpatine needed Rey and Ben Solo in the sequel trilogy. It was the Empire's own hubris of destroying Kamino City and all the clones and clone technology that led to the failure of Palpatine's ultimate plan to live forever.

The hints to this are also in The Mandalorian.

And, while it's just my opinion, I think that Bad Batch was better than both Clone Wars and Rebels - although that is not a knock on those series. I loved everything about Bad Batch. The only exception would be the last four episodes of Season 7 of Clone Wars.
