It's not that many. Most are student seats or corporate. One NEZ section is for visiting teams. Some high in the EZs are

Probably stadium donors. BYU didn't think it through when they added the endzone seating and needed donors.

The (south) end zone as in where the band and the ROC are located so those are unavailable anyways?

Not misleading at all. Green means there are multiple seats available together, not that the section is totally open.
