I saw a case where an attorney was getting disbarred for essentially this-
He would run around extorting mom and pops in Cali for alleged violations of the ADA, counting on the threat of an ADA suit, even with little damages, to be worth paying him off.
It was on appeal, so I am not sure how it came out, but he was essentially old enough for retirement - his son was representing him, so I assume he had taken over the business. I wanted them all horsewhipped.

Many countries are loser pays. The US decided that structure would reduce the poor’s likelihood of seeking justice.
