Nintendo doesn’t own the rights to the game, Microsoft does.
They worked out a deal to allow it to be rereleased on their N64 collection. Also, the rights to the Bond franchise are all over the place, so that makes a remaster even more difficult.
They did do a remake some years ago for the Wii. Not a bad game, but it barely resembles the N64 game.
