FWIW you can bring a regular dog on a plane
Usually just have to pay a fee. The reason people claim the emotional support dog thing is to bypass paying. But just because they have a dog doesn't mean they're saying it's a support dog (although definitely people that do abuse the system).

I have sat by plenty of therapy dogs on a plane. I have never had an issue.
