It’s easier to fly fighters in those two branches IMO than the AF so one could conclude that the AF has better pilots (at least initially). Navy and Marine training is focused more on flying while Air Force training provides more detail (mostly unnecessary) on regulations and flight rules.
To find the best, I’d look at each plane/mission set more than the pilot. I’ve flown with AF, Navy, and Mariine pilots- all are very capable but what separates us the most are the weapon systems we employ. Each aircraft has been designed for a purpose. The Navy is much more limited in scope but just as lethal at what they do.
