That's not how the rules are written. What your describing is officials making up their own rules.
A player is in the "Act of Shooting" from the time they begin the continuous movement normally preceding the release of the ball, until the player lands back down on the ground.

Blocking a player's shot does not change that definition of in the "Act of Shooting". It does not become a "loose ball" situation.

That is NBA officiating creeping into the college game.

In the NBA, if a block is clean up top, pretty much all else is irrelevant.
