One of my former lives, I was a roofer. We'd only do that if it was insisted by owner and only if it was just one layer.

But, not only is your roof better if you strip it, you can also catch possible problems.

IMO, it's worth starting new and not covering up.

Any idea on cost difference? Like if it's 4k vs 5k, then whatever. But 4k vs 8k

Well, it's been too long (20+ years). It should only be labor costs but you may pay for plywood if damage is found
