Wraps refers to the wraps on his knees.
The big divisions in powerlifting are
“Raw” - belt, wrist wraps, knee sleeves
“Raw with wraps” - same as raw but with knee wraps instead of knee sleeves
“Single ply” - knee wraps, wrist raps, belt, and bench shirt and squat suits made out of a “single ply” fabric
“Multi-ply” - same as single-ply but with thicker types of squat suits and bench shirts
