If some schools haven't played enough to get past the part where it takes into account the prev year. I've noticed that as well and I've assumed that they must have won the few OOC games they've had. But I think some of there teams playing very few games may have something to do with it. Penn State finally won a game and they dropped. Maybe because it's now less reliant on the previous year. But I'm not sure if Sagarin states how many games before the prev year falls off.
