So who gets the short end of the stick here?
Somebody gets screwed over... Its either going to be the 100+ kids on the team that lose a year of eligibility or the 100+ kids waiting in line to replace them over the next few years.

FCS schools only get 65 scholarships (vs 85 at FBS).

You can't give waivers to every kid playing D1 this year without somebody getting dropped.

It's harsh... but the NCAA rules say your 'play clock' starts the second you enroll fulltime in college. The 'fair' thing to do is have the current players take the hit (lose a year) and not create a ripple effect that will goes years into recruiting.
