All 22 teams will play eight games. At the end of the 8 games there will be a

play-in scenario for the 8th seed only involving a few or two teams. That was my understanding.

I think the play-in tourney will only be 8 and 9 seed if the 9 seed is within 4 games of the 8 seed

Just the 8 vs 9. The 9 would have to beat the 8 twice to play in.
