San Francisco and Seattle should have been hot spots
because of density.

What do we know about the effects on the homeless? They don't social distance. San Francisco and Seattle have enormous homeless populations as do Portland, San Diego and Los Angeles. What does the infection rate tell us about the homeless? I would think if herd immunity existed anywhere, it is with them.
