When the cops have a right to ask you for your ID, you show your ID to them or else you get arrested.
The whole situation was stupid and the cops could have handled it better. But when you play stupid games with cops, sometimes stupid things happen.

They can demand ID if there is reasonable suspicion of a crime, a standard less than probable cause. Utah had
