Neighborhoods. They had police in protective gear patrolling the streets to keep people out (er in I guess). They had food disinfecting tents at the borders of cities and would disinfect food before putting it in the stores. NO ONE worked for 6 weeks, and they couldn’t bring back their workers until they had enough masks for everyone. No one traveled to or from Hubei province or within it. And they were merciless to those who disobeyed (as they are).

The borders were shut but the internal quarantine they put in place has yet to be touched by any other country in severity and strictness.
