QB (Phil Steele). Most weren't even ranked top 40.

That doesn't look like a top 25 team. A good QB doesn't do it for you even in college. They're 73rd in the nation in his experience chart. Lost a lot on defense, top RB and WR. Their OL looks really young and inexperienced.
They've got a bit to go to be a good team, let alone a top 25 team. There's no basis for a pre-season ranking spot for them.
