The first is subjectively self-reported. The second is based on objective
data. Opens up a lot of error in trying to control for what "happier" really means. Maybe those in the happiest places are more prone to inflating their happiness to reflect what they feel they should be.

Also the two are neither mutually exclusive and one isn't preventive of the other.
