No, it isn’t. The only place it’s deeper, arguably, is at #4-6. The top 3 is
almost always stronger in Spain, and there is a massive dropoff in the EPL after team #6. From #7 down, La Liga is stronger.

In Nate Silver's ELO ranking of global soccer clubs, there are 13 La Liga clubs in the current Top 50, by far the most of any league; the EPL has 6 clubs in the Top 50.
Now, those 6 English teams are all in the Top 15, the most of any league; Spain has 3 in that group, all in the Top 8 (RM, Barca, and Atleti)
But there is a huge dropoff for the EPL after their top 6 — after #15 ManU, the next-best-ranked club is Leicester City at #63.
Spain has 6 clubs in the Top 30 — Sevilla, Real Sociedad, and Valencia are the 3 additional Spanish clubs.
