Net neutrality allows for reasonable network management practices.
Let's say it's 8 PM on Friday night and Comcast's bandwidth is under heavy load from everyone streaming video. They *can* throttle video and force lower resolutions streams for a while to relieve congestion. But they have to do so to all streaming video, not just throttle Netflix while network is congested while letting NBC stream just fine.
