From a person who fly's weekly...My experience is that flights do take off, but
in most cases, you'll be delayed because the plane you're getting on is most likely not able to land.

My worst experience with high winds was actually flying in to Tokyo. After a 12 hour flight, we circled Tokyo for another 2 hours and finally ended up landing in Nagoya. Since Delta doesn't service this airport, we were left stranded and advised to take a train back to Tokyo to get to our connecting cities. I was flying to Taipei for 1 meeting and heading right back home.

The airlines take these winds seriously and I've been on several flights where people start screaming because they are sure we are going to crash. It's no fun and even the pilots get nervous descending in to wind storms. I've lost a friend who died in a small plane crash due to wind. So sad for his beautiful family. Delays suck, but I'll error on the side of safety...
