For example, if the team has poor middle relief, a quality at bat that results
in a walk is when you cause the pitcher to use 12 pitches before giving up the walk, thus allowing you to get to their middle relievers prematurely. The starter's arms have limited life, so causing him to use up a percentage wise high amount of pitches on a walk (or even an out) adds value.
