The conditions of the battle didn't change with Longstreet's hesitation. And he hesitated because he knew what would happen. He'd been a Fredricksburg and saw what happens to troops that charge a fortified position like the sunken road. In the end, he couldn't even bring himself to speak the command, only finally nodding to Pickett.
