Second, you probably wouldn't know, but felonies are dealt with by the Utah County Attorney's Office. Provo City only prosecutes traffic violations and misdemeanors (there may be a few exceptions, but I'm not aware of them). The Trib article doesn't go into the resolution of the legal cases against the attackers, but I can tell you from personal knowledge (and the personal stories I've seen on several FOs today) that there is anecdotal evidence of these problems and arguably worse problems that come from the current system of HCO enforcement.
