I think that it was at Epcot where I had a conversation with an employee (er,
"Cast Member", sorry) who said that they specifically don't change a lot at Christmas because they have more people coming from around the world to Disney World for their first Disney experience, as opposed to Disneyland where they have more local visitors and season pass holders.
