If nothing else, you can make a good case that Shelton didn't

know for sure that Chuckie didn't have the ball as he started his tackle. (Keeton could have conceivably grabbed the ball as he turned back towards it, at least as far as Shelton could tell.) Shelton had every right to tackle Chuckie in that situation.
